When Felicity survived an attack from Diaz, she decided it was time to come out of hiding and figure out a way to stop The Dragon. However, she also deduced that the safest option would be to quietly send William away to a boarding school. As she said goodbye, she presented him with an Arrowhead stone, telling him that it was a symbol of reconnection.

The stone (also known as a Hōzen) has quite the history on Arrow as it made its first appearance all the way back in the pilot episode when Oliver gave it to Thea upon returning from Lian Yu. According to Felicity, Thea then gave it to her before she left Star City.

This was undoubtedly a neat little callback to the show's earlier years and highlighted just how much reconnecting the stone has been responsible for.
