Amanda Waller is the leader of both A.R.G.U.S. and the Suicide Squad (another one to spot next year), making her the head of two pretty powerful operations with a large number of agents and villains at her disposal.

Although an expert markswoman, it is her tactical skills, leadership, and sheer ruthlessness that make her truly powerful, as we see her making decisions that have a huge impact on Oliver and Diggle in both the flashback sequences (she is responsible for his going to Hong Kong) and the present day (arranging the Squad missions, sending men to Starling to oppose Slade Wilson).
