Slade Wilson tops this list for countless reasons, but the main one is that we didn't need an expositional monologue to understand his character and motivations, we got to see them right off the bat.

Slade was introduced in season 1 as a companion to Oliver on Lian Yu, where the pair became friends, almost brothers; but as close friends often do - they fell for the same girl. When Shado was killed and Slade's mind warped by Mirakuru, he blamed Ollie for her death, and he spent a year planning the various ways in which he could ruin Oliver's life, before his mind-blowing mid-season introduction of present day season 2.

Deathstroke's brutal murder of Ollie's mother proved that Slade wasn't messing around, and his desperate manipulation of Ollie was Arrow perfecting the theme of Ollie's past coming back to haunt him. That's part of the reason Prometheus has been such a welcome addition to season 5, but no matter who Prometheus turns out to be or who he murders along the way, he will never raise the bar set by Deathstroke.
