14. Cordelia Chase
This may seem like a low ranking for such a fan favourite character, but the truth is that Cordelia Chase didn't reach her full potential until she moved over to Angel's moody spin-off, and her time on Buffy was nothing more than a set-up for bigger and better things.
That's not say she was a bad character, mind. Granted, she spends much of her three-season tenure on the show being little more than a damsel in distress archetype, as well as the high school's resident Mean Girl, but beneath all her sassy bravado there lay a lot more than met the eye.
Through her brief relationship with Xander, she proved to be a great addition to the core gang, and even when she was in full-on antagonist mode she was one of the funniest characters on offer.
She may be let down in the rankings by her lack of overall development - especially when you consider where she ended up in Angel - but all told the early years of Buffy wouldn't have been the same without her.
