At work throughout Season Three is Richard Wilkins, the Mayor of Sunnydale, an immortal sorcerer who made a pact with the demon world to rule over the town for all time. Always peppy and charming despite his diabolical leanings, the Mayor planned to ascend to a higher form, that of a pure-breed, snake-like demon. Naturally, not being a fan of the demon crowd, Buffy and her gang pitted themselves against him. However, while Wilkins is certainly an entertaining villain all by himself his high ranking on this list is confirmed by his partner in crime and surrogate daughter, Faith, the rogue Vampire Slayer. Troubled teen Faith starts off merely a little wayward according to Buffy's methods but over the course of the season becomes a murderer and falls prey to the allure of the bad. Unstable and irresponsible, Faith is the exact antithesis of Buffy. But what really makes the Mayor and Faith so successful as the season's Big Bads is the relationship they share.
