Cisco Ramon's determination impressed The Monitor to such an extent that he knew he was a hero in need of a purpose. Naturally, he decided to give him the means of fulfilling that purpose by restoring his powers. And just like that, Vibe had returned.

Fans of The Flash will know that Cisco spent much of last season attempting to synthesize a metahuman cure - something he took himself in the hopes that he could live a happy and normal life. While he has mostly managed to do that with girlfriend Kamilla, he's also returned to his original Team Flash job, assisting the Scarlet Speedster at S.T.A.R. Labs and remaining firmly out of the public eye.

It's understandable that he wasn't thrilled at the prospect of receiving his powers again, but since he was eventually wiped out of existence with the rest of Earth-1 and the Waverider, there's a possibility that when he inevitably returns, he will be once again without powers. Now, while the idea of Vibe returning certainly gives him more potential for storylines, it would be unusual for the writers to undo something they spent almost all of last season exploring.
