Throughout the All-New Captain America series, Baron Zemo became the leader of the terrorist organisation, Hydra. Believing he required a new domain to serve as his base of operations, he conquered Bagalia, a sovereign nation run by criminals. After the previous ruler was killed, Zemo made himself the new regent and began building his army.
When thousands of people worldwide spontaneously developed powers after being exposed to the Terrigen Mists, Zemo tracked them down and urged them to serve in his legion. After several months, the terrorist commander became a force to be reckoned with, hiring Taskmaster as Bagalia's sheriff and Iron Man's nemesis, The Mandarin, as the nation's ambassador.
After the country declared war on America, Sam Wilson, who was serving as Captain America at the time, ventured to Bagalia, defeated Zemo, and had his base destroyed. Although Zemo was arrested and brainwashed to be a good citizen, he reversed his programming and returned to Bagalia to reclaim his throne.
Then, after the Punisher assassinated the country's ambassador, Zemo declared an all-out war on Frank Castle, but was defeated once again.
