Cersei back in Season 1 was the untrustworthy wife of King Robert Baratheon. She was conniving, but not yet a truly major player in the world of Westerosi politics. There was almost a sense of pity there too, as she clearly and dearly loved her children - even the twisted Joffrey - and was trapped in a loveless marriage. Of course, this was offset by the fact that she had sex with her brother and helped kill her own husband.

Now

She's the Mad Queen. I think a fair argument could be made that this side of Cersei always existed - I refer back to the incest and matricide - but it's much more developed now. Cersei in Season 1 was more of a pawn, and while she removed Robert she was still willing to spare the life of Ned Stark. After being made to perform a Walk of Shame and losing all her children, those ties to humanity and decency have been lost.

She's now a queen and regained the power she initially lost in the aftermath of her father's death and misguided attempts to use the High Sparrow, to the extent where she's ruthlessly blown-up an entire Sept of people and taken control of the realm. She isn't just a player of the game now, but someone who will willingly destroy the board, and no longer let anything get in her way.
