It's no surprise Ser Ilyn Payne is on the list - he's the guy that separated Arya's father's head from the rest of its body.

Serving as the "King's Justice" for Joffrey Baratheon and his two predecessors, Payne swung the sword that unjustly took Eddard Stark's life.

If that weren't enough, he was the knight called up to put down Sansa's Direwolf, Lady.

Despite swinging such a pivotal blade though, Ilyn Payne remains alive, assumedly still in King's Landing.
