It's not entirely clear what is going on here, but it does look like a group of people running up some stairs or a gangplank to board a ship. Given one of them is carrying a flame, it's quite possible this is from the same scene with the burning ship.

There's also this shot of two people - one of whom may be Theon - diving underneath the water, which again looks like it could be another part of this battle.
