Even though Joffrey is the king of the seven kingdoms, his future wife, Margaery Tyrell, has him and the people of King's Landing wrapped around her finger. During a procession, she unprecedentedly got out of her carriage and wandered the streets of King's Landing. She proceeded to speak at an orphanage and distribute bread and toys. By doing so, she gained the respect and love of the smallfolk of King's Landing she earned the loyalty of a formidable chunk of the population, a key means to power. She was also able to utilise this connection to the people to take control of Joffrey and emerge as a manipulator. By taking Joffrey outside of the royal court to greet the crowd, she gave him a taste of what it feels like to have the respect and loyalty of a large amount of people, as they cheered for him. In this way, she convinced him that she would be a competent queen. That she emerged as his manipulator is more apparent in that when Cersei criticised Margaery's populist ideology, Joffrey defended her. This suggests that Joffrey will take Margaery's advice more seriously than his own mother's, and since he is a power-hungry sociopath, he is easily impressed into doing whatever he perceives to bring him the most power. Since Margaery is now Joffrey's key adviser, she is the key influence to all final political decisions made at the heights of King's Landing. It's quite a powerful position.
