5. Deacon Blackfire

Deacon Blackfire is a character who originates from the excellent comic book mini-series Batman: The Cult. A cultish con man that may or may not be over 100 years old, Blackfire is notable for being a character who pushed Batman to the very limits of his sanity during their initial meeting.

Having him appear on Gotham would allow fans to see a slightly younger but probably no less dangerous version of this fiend. It would be a lot of fun to see his menacing, psychedelic personality clash with the relatively straight-edge Jim Gordon.
