21. Hugo Strange
Hugo Strange has been used sparingly during his time in Gotham but has always left a lasting impression. BD Wong's Strange was a key part of Season 2, operating the Indian Hill facility that had numerous lasting effects on the series such as the creation of Solomon Grundy. With him working on Riddler and Thompkins at the end of Season 4, it is clear that he will have some role, but much like the previous two seasons he may not feature heavily.
After saving those two, he will likely go back into hiding, and aside from any more requests from Penguin may not even be seen again. Because of this, it is highly likely that he will not only survive but go uncaptured by Gordon or Batman.
Perhaps he will have a part to play in the finale, where he may finally get comeuppance. However, a man of his intelligence will likely always find a way to escape the clutches of the law.
