Weve seen time and time again that Doug is willing to do just about anything for Frank. He doesnt hesitate for a moment to offer up his own kidney when Frank needs a transplant, but his history of alcoholism makes that impossible. When its then revealed that two people are placed before Frank on the donor list, its not hard to imagine that Doug would simply kill the two hopeful recipients in order to bump Frank's name up. While it doesnt go that far, he does once again abuse the power of the office to Franks advantage leaving yet another person dead. While he never seems to hesitate in his acts, it seems like a matter of time before the blood on Dougs hands finally causes him to snap.
