Much of the season was focused on who was the person leaking admin intel and dirty laundry to the press, including sending out birthday cards. and while there were a few suspects, it's a surprise revelation.

Yes, Frank's the leak, meaning he orchestrated his entire downfall, so he could influence politics from outside the White House instead. That's not the Frank Underwood we know... and yet is very Frank Underwood.
