Just after the time jump is explained, Frank goes on to explain the current situation, and preaches his love for Flipism. This, he explains, comes from a Disney comic called Flip Decision, in which Donald Dock is persuaded to make all his decisions based on a coin flip. "Life is but a gamble, let flipism guide your ramble." Yes, this is the murderous President of the United States rambling on about Donald Duck.
He then explains how this how ties in with his plans: the Senate will vote on who becomes Vice-President, and in the result of a tie, there'll be a coin-flip to decide the winner. He ends this slightly strange diatribe in even stranger fashion:
