It's fair to say that over the years, Barney Stinson wasn't exactly someone you'd want dating your friend/sister/anybody you were even remotely fond of. It wasn't that Barney was a horrible person, but he thought of women as more of a plaything than actual people.

Quinn Garvey was someone who Barney almost went on to marry, until they both realised that they just didn't trust each other. Barney wanted Quinn to quit being a stripper and Quinn wanted Barney to quit being Barney. It was no surprise therefore that their relationship didn't last, but that didn't mean it wasn't good while it lasted.
