While it might seem strange that a show about the Devil took the form of a police procedural for Lucifer, it managed to work. Even after it was cancelled by Fox after only three seasons, Netflix picked up the slack and since then, the show has only grown in popularity.
While Lucifer may be the titular, character he can't carry the show on his own. Luckily with the cast this show has, he never has too. For example there's Chloe Decker, the detective introduced in the first episode who goes on to take Lucifer on as a partner while investigating crimes in Los Angeles.
Throughout the show, their relationship has evolved from her being annoyed and put off by Lucifer's antics, to becoming very close friends. They even began to develop feelings for each other and slowly began to try and have a relationship together.
