It might not be in the show nearly enough, but Frank eventually realises the power of the symbolism of his skull logo (just the same as Batman talks about the importance of his image to criminals in Christopher Nolan's trilogy).

More specifically, the way he spray-paints his vest with a skull in episode 11 is the same as the way Thomas Jane does in his 2004 The Punisher movie. The same thing was intended to happen in Dolph Lundgren's 1989 movie as well, but it was cut from the final film.
