2. Les Packer
Robert Patrick's Les Packer made his first appearance during Sons of Anarchy's sixth season. After the gun trade with the True IRA was put on the table, his San Bernardino charter voted it down, something that he - as President - came to Charming to inform Jax in person of.
After that, he turned up one more time during Season 7, in which he returned to Charming and learned the truth about Jax's murder of Jury White. Though Packer was dead set that Jax meet Mr. Mayhem as a result, he honored Jax's request that the club abolish its unwritten rule about barring anyone from the club for being black.
As for his role in Mayans, he and SAMDINO turned up in the series premiere to assist with the Samoas, and again during Season 2 when the Swole Boys became a problem for the club. Even further, through Happy, we learned that the hit ordered on EZ and Angel's parents came through Packer from a client in Mexico, a major revelation for the brothers that led them further down the path to Dita.
