12. Minoru Mineta (Grape Juice)
Quirk: Pop-Off
Mineta is the kind of character you either love or hate. So slapping him near the middle is the best choice. He's clearly not supposed to be taken seriously and is an incredibly funny character. But there are one or two issues with him that keeps him down a little.
One of the best things about Mineta (besides his humour) is the fact that his quirk is actually very useful. Popping off sticky balls from his head sounds ridiculous and useless in battle, but you come to learn that he can use it masterfully, bouncing around the place and sticking things down.
Sadly, his preference for perversion does leave him feeling very one-note. It is a hilarious character trait and matches his dramatic personality, but it can get a little dull when the joke is always the same.
You've got to have that comic relief, but it's a shame it's all the same.
