Is it really a surprise to see Regina battling for the top spot on this list? Though she started off the show squarely as The Evil Queen, Regina has spent the past few seasons wrestling with the demons of her past and present. Sometimes remorseful, sometimes not, but always ready to blanket a situation with sarcasm, Regina is both one of the series' best villains and one of its best characters period. Even when the writing isn't doing Regina justice - how many times is she going to flip flop on being good or evil despite how she's being accepted nowadays, after all - actress Lana Parrilla always manages to make her entertaining. When she's not getting to relish playing evil in flashbacks or straddling the line in the present, her 'so over it' attitude with the other characters and events on the show always provides laughs. For how unavoidably evil Regina frequently thinks she is destined to be and despite the inexcusable deeds that litter her past, her heart still shines through time and again, whether it's with Henry, Robin Hood or even Emma, ensuring that she's one villain fans will continue to root for during her ongoing reconciliation between her past and who she wants to be in her future.
