7. Freddie Thorne
For all the reasons that Tommy trusted Freddie with his life, there were a few others that meant that he wouldn't trust him day-to-day.
Freddie Thorne was a brilliant character in the first season, the communist World War 1 survivor that tried to get workers to stand up and strike against those who had more. He was committed to his cause, and when the time came, to Ada Shelby too.
His relationship with her complicated Tommy's life no end, though he refused to kill Freddie in spite of numerous opportunities to do so. When other powers demanded Freddie to be handed over, Tommy just flatly refused to do so. Eventually springing Freddie from the grip of the police and proving that their bond was still in the trenches and tunnels of the war, never to be broken.
It isn't clear why Freddie's character didn't make season 2 and was killed off in-between seasons, but Tommy mentions that pestilence killed him (which for the era was probably Spanish Flu) during his elegy.
During his funeral, Tommy tells the mourners that he made a promise to speak at it, should Freddie go first. In the end, this showed what Tommy really felt about Freddie.
