6. Chalky White
If you were a fan of HBO's other groundbreaking hit The Wire, and you knew nothing about Boardwalk Empire before going in, seeing Omar Little ever so briefly in the first episode of the series was quite a surprise. It was even more of a delight as the character grew and become one of the biggest names within the show.
The character of Albert "Chalky" White is an amazingly nuanced figure to dissect - as the racketeering kingpin of Atlantic City's African-American communities. Chalky was very much equal to Nucky in both reach and influence, with his communal arm extending over the black citizens of Atlantic City, nothing happened without him knowing about it.
Despite the period in which the series is set, Chalky held quite a few cards over Atlantic City. Race was certainly a factor within the character's story arcs; with the second season and most prominently the fourth containing huge racial factors the series touched on. And it was Chalky was who central in both.
It's very easy to forget that Chalky was Nucky's equal, and not his counterpart. In many ways the two worked in tandem as a partnership, and the arcs that saw Atlantic City under threat from outsiders certainly called on the support from both.
