A better description would belong to Homer who referred to him as that jerk who says yeeeeeeesssss. There you go. Now you probably remember him. If you dont, its no big loss. He hasnt done anything interesting on the show, not even enough to justify having a name. It's actually interesting to see if anybody likes this guy or, at the very least, can stand him because he is the most annoying character by far. The way he says yes is just so grating that it makes you want to club a baby seal using a baby hippo as a bat. Its just lucky that he had never received any significant screen time apart from occasionally spouting his one-liner otherwise there would be a lot more endangered species in the world.
