The legend is that Jeffrey Combs is one of only six actors to have played seven or more characters across the breadth of the franchise.

If we go by each Weyoun technically being a different character in its own right, Combs is the record holder with 12 (not including holograms or dream visions which brings it up to twenty going by Memory Alpha). Weyoun was never originally intended to be a clone. Five of these appearances are Weyouns (Four to Eight), then there's Tiron from Meridian, Liquidator Brunt, Penk from Voyager's Tsunkatse, Shran in Enterprise and most recently the voice of Agimus, the recurring computer villain in Lower Decks

If we count Weyoun as a single character then it's a slightly reduced seven, meaning he's well behind the top spot and therefore not necessarily the one who should be in all the memes!

The actor who officially holds the record over Combs when it comes to the number of Star Trek roles is Vaughn Armstrong with an impressive eleven. What makes that equally impressive is that those are all unique characters, spanning the 80s and 90s Treks from TNG to Enterprise.
