Captured by the Borg aboard the Enterprise-E, Data has his emotion chip forcibly reactivated and is placed at the mercy of the Borg Queen.

Utterly powerless and in the belly of the beast, Data is tempted with human flesh and to ultimately sit at the side of the Queen herself as an equal to rule the Collective. She had failed to complete this with Locutus. however, Data presented an opportune second chance.

HIs allegiance at the movie's finale is, it would seem, all an act. Picard genuinely seems terrified at the thought that Data has switched sides but fortunately it's just a bluff and the pair save the day as only a Star Trek movie duo could. Or was it?

Data admits that he was tempted for a tiny fraction of a second by the Queen's offer. Now given his track record of reckless behaviour on this list, Picard would have been justified in being more than a little skeptical on precisely how long that sway to the dark side might have been. Remember too how we have evidence that Data may have lied before in regards to Kicas Fajo.
