2. Elrond, I Mean, Elnor
Picard reconnects with a grownup, resentful, Tolkien-esque, sisterboy Elnor, who remembers Data had an orange cat named Spot. Spot (the true star of Star Trek: The Next Generation) appeared in ten episodes and two films (Star Trek Generations and Star Trek Nemesis). Data's cat was even the solution for the Enterprise crew's de-evolution troubles in the episode "Genesis", and be sure to check out how "happy" the cat is to see Data at the end of Star Trek Generations.
When Elnor rejects Picard's request to bind his sword to his quest, the former Admiral decides to cause a race riot by ignoring the "Romulans only" sign at a local cafe and shouting "jolan tru" to anyone in earshot.
He's confronted by Tenqem Adrev, a former Romulan senator now a tough guy, who was present the day Picard addressed the Romulan Senate. Adrev articulates the Romulan perspective on Starfleet and Picard's epic fail of a Romulan relocation effort, saying the Federation ignored Romulan ingenuity, resolve, self sufficiency and did everything they could to scatter, confuse, and divide them.
Adrev also recounts how his family was transported to Vashti aboard the "great big Wallenburg-class transports", likely named for Swedish diplomat Raoul Wallenberg, who saved tens of thousands of Jews during the Holocaust (thanks again Wikipedia). It's possible the tugs seen in "Maps and Legends" were these very ships.
Despite having previously denied Picard's plea for help, Elnor shows up just in time to intervene in a sword fight between Picard and Adrev, decapitating the former Romulan senator. As Adrev's head drops off his shoulders, the Romulan's green blood can be seen... again, Romulans and Vulcans have a shared heritage and shared green blood.
