12. Sam Arias/Reign
The Jekyll and Hyde relationship between Sam Arias and her darker alter-ego Reign made for an incredibly compelling storyline, as the former struggled to maintain control over her body while the latter attempted to sever that control by killing her daughter. And it was that power struggle that shot Reign to the head of the line as the show's strongest villain at the time.
Deadly and invincible, Reign was everything a Supergirl villain needed to be as she stood toe-to-toe with Kara and, upon their first meeting almost killed her. There was just something so apocalyptic about the character that added real stakes to the storyline and made it impossible to look away (no matter how much you wanted to).
Meanwhile, Sam couldn't have been a more enjoyable addition to the show, as through her well-written backstory and highly-engaging relationships with Lena, Kara and daughter Ruby, she quickly became a central character.
While the ending of both Sam and Reign's arcs were incredibly rushed, there was a lot more good than bad during her time on the show, and Odette Annable played both sides of this coin to perfection.
