28. Justin Hammer - Luke Cage
In the first episode of the excellent Luke Cage, we see a deal go sour that include tech bought from Justin Hammer's Hammer Industries - as marked on the crates. Clearly, he's still operating his network, despite being thrown in prison.
There's also another vague reference to the Iron Man 2 villain in Episode 4, when Reva dismisses the idea of "millionaires hidden in dungeons" at Seagate. That's exactly where he was last.
It's Hammer's company that develop the Judas metal bullets that can kill Luke Cage too, as they came across the metal in the aftermath of the Incident, salvaging Chitauri tech (presumably from under the nose of Adrian Toomes).
