9. The Turtle

The CW's adaptation of this speed-stealing supervillain thankfully avoided some of the character's sillier Silver-Age trappings, and instead opted for a somewhat more restrained, but still effective version of the Turtle.

Russell Glosson became a thief following his empowerment by the particle accelerator explosion that kicked off the show's events. His abilities made him extremely elusive, and earned him a spot on the CCPD's radar. In addition to this, the villain was controlling to a worrying degree, using his powers to imprison his ex-wife.

Due to his kinetic energy-nullifying abilities, Team Flash theorized that he could be key in helping them slow down Zoom, who at the time was significantly faster than Barry himself. They tracked down his movements with the intent of capturing him, but failed twice.

Ultimately, the Scarlet Speedster was able to stop Turtle by exploiting a gap in Glosson's abilities, and the rogue was imprisoned. Here, he met his end at the hands of the Earth-2 Harrison Wells, who was secretly working for Zoom.
