9. Penny Beesly
Family is very important, especially in the world of sitcoms. These kinds of comedy shows often use family ties to introduce new characters and establish key relationships, but The Office didn't do that as often as others. This can be seen quite strongly in Penny Beesly, the sister to Pam, who only appeared in one episode. Her debut and departure are so brief that you probably forgot there even was a Beesly sister to begin with.
In the episode "Niagara", viewers were treated to the introduction of Pam's sister Penny, who by all extents and purposes seemed to be a chip off the old block - that block being Pam. She was shy and introverted yet pretty and likeable, which led to her making a bit of an impression, despite her lack of screen time.
Still, no matter how memorable you are, it's hard to recall such an important character who only makes an appearance in one episode and does very little. In her time on screen, she mistook Kevin as Oscar's boyfriend awkwardly navigated flirtation from Kevin and helped Pam out during her wedding to Jim.
