16. Angela Martin
At first, Angela's character felt entirely fitting within the show. She was abrasive, stand-offish, and had some highly conservative/outdated views. While this didn't make her likeable, it did give her a specific niche on the show as an antagonistic office member. Everyone has known that one person in their workplace who doesn't get along with people, and Angela Kinsey's performance here captured that perfectly.
However, after some time, and particularly after she entered a relationship with Dwight, the show tried to make this unpleasant character more appreciated by the fans. This may have worked for some people, but for the most part, it was difficult to completely cut the ties between her earlier character and the developed one she became.
While her rudeness and reserved views were still part of her persona - even in the end - she lost her edge and therefore the niche she had generated on the show. Either way, this character spent most of her time being impolite and antagonistic, and even after she got a better spotlight, this never dissipated.
