Here's one of many reasons Alpha is a more frightening villain her predecessor Negan: Whilst the Savior leader firmly believed "people are a resource," Alpha had no issue with killing her own people if they openly defied her or saw her in a compromised position.

In season nine, for example, she's challenged for leadership of the Whisperers by a disgruntled soldier, who she brutally beheads. Adding to her sadistic nature, she hands the woman's head to her partner, who she then stabs to death.

This is continued further down the line, when another Whisperer sees her crying and, angered by the fact she's been caught showing emotion, takes their life.

Of course, the Whisperers themselves are also portrayed as the villains, but in many cases they're just scared, lonely people looking for meaning, and the fact that Alpha gives them that just to kill them without a second thought is pretty damn awful.
