The Episode: Save the Last One
After accidentally shooting Carl in the season two premiere, Otis offered to tag along with Shane to help get supplies that would assist Hershel in saving the boys life.
As a reward for his genuine remorse, Shane shot Otis and left him to get torn apart by the undead so that he himself could escape, solidifying the ex-cops status as the second seasons biggest threat.
35. Pete
The Episode: Conquer
Though it was inevitable hed need to be dealt with, Deanna and Ricks conflicting viewpoints meant Pete was allowed to spiral out of control during the back half of season five.
When he finally turned up at the meeting in the season finale, drunk and wielding Michonnes sword, only to kill Reg, Ricks execution of him on Deannas orders came as a relief, ending the season on a bang that reshaped a number of characters' views of Rick going into season six.
