12. Ezekiel

Ezekiel shouldn't have worked, and at first he didn't. A cartoonish "king" who presided over his community with good cheer and medieval theatrics, his season seven debut was a lot to take, and struggled to make him feel entirely real.

This didn't last long, however, especially as he fell in love with Carol and had to watch Negan destroy his hope. Breaking away from his monarch persona, Ezekiel became a character of brilliant depth and likability, at once hopeful, hilarious, and unwaveringly strong-willed.

Ezekiel lost his home, his son, his marriage and very nearly his life, but he never stumbled. In fact, he became better with every cruel twist, right up until his fitting final fate as the new Governor of the Commonwealth.
