It may seem like a cruel joke to put Negan ahead of Glenn on this list, but the truth is that the former Savior leader is a more developed character, and his epic growth in the final three seasons remains one of the show's finest achievements.

Initially a foul-mouthed, sadistic cult leader with an unquenchable bloodlust and desire for power, Negan didn't become entirely great until his empire was destroyed and, imprisoned over many years, slowly became a shakily trusted ally to the very communities he once fought to control.

A repentant villain who works to right his wrongs and find his place in the world, Negan was a sarcastic, selfish and eventually heroic figure who never escaped his past, but eventually atoned for many of his sins. Here's to hoping his exemplary growth continues with his and Maggie's upcoming spin-off.
