4. Morgan Building A Jail?

One of the weirdest scenes of the episode came right in the final musical sequence. Morgan didn't feature often in Not Tomorrow Yet, making his appearance at the end seem out of nowhere, but what exactly is he doing? Well, if you look in the background, he's in the room where the wolf was being held captive, and that looks like a whole new door frame being installed. Another shot shows his reinforcements of breeze blocks around the walls, and there's metal bars lying around the place. It all point towards Morgan building an impenetrable jail cell for the community. The question is: who will occupy it?
