Back in Season 5, Rick explained the 'broken window theory' to Jessie, stating that broken windows represent disorder in a community, whereas when the windows are intact it means there's stability.

The very next episode he tackled Pete through a window, breaking it and causing instability in Alexandria. After that, however, they were repaired, and order was restored to Alexandria.

So when Negan turns up in Service, what does he do? Breaks a window, of course, signalling a return to chaos, disorder, crime and violence. The theory isn't just Rick's, either, but is a real criminological theory that dates back to 1982.
