Negan was perhaps the hardest character to place of everyone. He's of the utmost importance to Season 7, and is essentially the main character of the year, or at least the first half of it.

And that is, I think, one of the big problems with Season 7. There's just far too much Negan, and he's not all that interesting to watch. He never stops talking for a moment, and it's always the same tired old lines, cracking crude jokes and making threats, then leaning back because Jeffrey Dean Morgan is apparently incapable of standing up straight for too long.

He's not as captivating as previous Big Bads Shane or the Governor, and for all he makes a big splash with his kills of Abraham and Glenn, he's ultimately neutered as this supposedly all-conquering evil by the fact that he constantly lets Rick live, even though it makes absolutely no sense he'd do that. Still, for better or worse he makes a serious impact, which is why he moves up at least a few places.
