This, again, appears to be the Band-Aid Man, and you can see the material stretched across his nose. You can also see that he looks more mutant than human, and may have actually become more grotesque here in comparison to the first shot of him. Interestingly enough, the Band-Aid Man may be the figure seen dragging to (presumably dead) bodies in the first full-length X-Files revival trailer. We know he's powerful, but not his motivations. If he's becoming progressively less human throughout the episode, it may be that he's afflicted with some sort of condition that has put his life in danger (possibly related to whatever powers he has). In any case, there's a very Tooms-esque vibe to this guy.
