3. The Five Horsemen Theory
If there was any insane theory that was the most logical it was the Five Horsemen Theory: five men, in powerful positions, were the leaders of the cult - Sam Tuttle, Billy Lee Tuttle, and 3 other men were the members with Sam as the leader. Through their positions as senators, reverends, and their wealth, they could cover up any crimes or murders they committed. Throughout the series, either scenes or pictures were depicted of five men standing around young women. The evidence behind the theory was staggering: five riders on horses surrounding Dora Lange, 5 male dolls about to gang rape a female doll, five beer-can men made by Rust, then finally the five costumed figures in the rape video Rust stole from Reverend Tuttle. The video did not fully confirm the theory; what we do know is the Tuttles and Childress family members are in positions of power. Like Ted Childress, who helped cover up Errol Childresss victims; how many there actually are is unclear. Its possible a variation of the theory is true; there may be multiple killers that Rust and Marty failed to uncover. Rust did say they could never catch all the family members - little more clarification on which members were behind it would have helped.
