You knew Cody Rhodes was gonna be numero uno.

Many fans are still miffed that he didn't take the belts from Roman at 'Mania 39, and so bagging this new World Heavyweight Championship could feel like an apology from WWE more than anything else. One thing's clear: It wouldn't "finish the story", because that "story" is Cody winning the WWE Title proper.

Creative must think this one through before reaching a decision. They've got some questions to answer; would Rhodes winning the World Title be viewed as a step down from prior goals? Would his eventual WWE/Undisputed Title win become less-than as a result?

Regardless, Cody is 100% in the convo to hold this belt first. He has the star power and the skill to carry an entire brand on his back as World Champ, and that may be more important to WWE's writers than sentimentality over Dusty/the WWE Title.
