He did, however, create The Undertaker.

Nine years deep into his run as a supernatural force, 'Taker yearned to do something a bit different. He took an extended break in late-1999 and wouldn't return until Judgment Day in May 2000. By then, he'd morphed into an altogether different, more realistic character. The motorbiking, tobacco-spitting 'American Bad Ass' was born.

McMahon, preferring the 'Deadman' of old, wasn't a fan. In a 2012 interview with PWTorch, ex-WWE writer Andrew Goldstein said Vince hated it when creative team members would bring up the idea of a biker revival for 'Taker. It, according to Goldstein, was simply not going to happen if McMahon could prevent it, and he hadn't wanted it in the first place.

The idea wasn't his. The Undertaker liked the thought of updating his gimmick in 2000 so it'd be less superhuman and more down-to-earth. The biker guise was perfect because it incorporated elements of his real lifestyle away from the ring and gave him the opportunity to do something fresh.
