The expectation from Dave Meltzer is that only Doc Gallows and Karl Anderson will be forming the Balor Club faction with Finn. That'll make the group a trio, which is perhaps the most effective structure for any WWE group. As for AJ Styles, he's more suited to a singles career. Meltzer has had Styles on Observer Radio in the past and the two are likely close. Meltzer may well know for a fact that AJ isn't going to be part of Balor Club, hence his prediction it will just be Gallows and Anderson. As for Shinsuke Nakamura, he has never been part of the Bullet Club, so it doesn't really make sense to suddenly have him in the Balor Club. Indeed, Nakamura would be far better off as a singles star, or perhaps forming a tag team with fellow Japanese sensation Hideo Itami. Of course, more Balor Club members will inevitably be added in time, just like how the nWo and D-Generation X also evolved into bigger units.
