Why It Was A Waste: There's a reason why that sub-heading is split between nWo and Hulk.

The old New World Order wanted to tear WCW's corporate structure apart. They were the rebels, and they very-much marched to the beat of their own drum. That's why it made zero sense when Mr. Hall, Nash and Hogan arrived in the WWF to...do the dirty work of a crazed Vince McMahon.

Fans in Milwaukee's Bradley Center instantly showed why this nWo re-debut was a bad idea. They craved the ol' red and yellow 'Hulkster' everyone had grown up with; it'd been nine years since Hogan ran wild on WWF TV, and the people were ready for a nostalgia kick.

It felt like a waste to ignore that (at least originally) in favour of Hulk's nWo troops working for the boss. Nobody wanted to see it. They wanted to see the leg drop, the posing and the Hulk Hogan of old. Eventually, fans got that, but not before this wonky piece of presentation.
