Truthfully, Dolph Ziggler vs. The Miz would be a perfectly acceptable addition to the pre-show 'Kickoff' portion of WrestleMania. There's the option to run with that scenario, if the writing team don't want to muddy the waters between Kevin Owens and Sami Zayn over the WWE Intercontinental Title.

Owens and Dolph have always excelled when wrestling one another, so there's no reason to think things would be any different on Raw. Ideally with what's to come later in the show, The Miz wouldn't necessarily get involved in the finish. Earlier, AJ Styles had already interfered in the match between Chris Jericho and Sami Zayn, so it's wise not to book too many samey finishes on the one program.

Owens and Zayn would have already interacted by now on this particular episode of Raw, so this could be a straight up heel win for the champion to give him some momentum. Maybe after the match, Miz would attack Ziggler and lay him out. This would lay the foundations for a 'Mania tussle. Otherwise, if WWE do want to put both men into the title hunt later, at least they're interacting on TV with the champ.
