It can be due to a lack of ability or charisma, the wrong gimmick, or the creative departments inability to put the performer in compelling situations that give the audience a reason to care. Whenever WWE has someone they view as a potential superstar, they push their pet project to no end, often shoving them down the throats of their fans despite the obvious rejection or disinterest. In the rarest of occasions that persistence can have an effect, and the wrestler will find his footing, but what usually happens is that the apathy continues to build until theres no hope for them to ever succeed.
