8. The Anonymous General Manager
What Happened: From June 2010 to July 2011, the destinies of WWE's RAW roster lay in the inbox of an anonymous General Manager. The faceless GM controlled the show through the use of email and Michael Cole as spokesperson. While it sounds ridiculous on paper, there was a significant amount of intrigue in the identify of the mysterious GM, and for over a year, fans debated what would happen when the mysterious "Wizard of Raw" was eventually revealed.
How It Ended: In one of the most anti-climatic reveals in the company's history, it was quietly revealed that the GM was none other than Hornswoggle. A classic "We're bored with this so let's wrap it up" moment from WWE Creative, if there ever was one.
How It Should've Ended: The gimmick could have been an easy way to debut a brand new character. It also could've been a great opportunity to reveal someone like The Rock or Chris Jericho as being behind it all the entire time. In fact, there were several people who could've benefitted from being revealed as the mysterious ruler, but seriously... Hornswoggle?!
