Arguments around over-exposure (particularly during Vince McMahon's latter years) were always more about the creative usage of the characters rather than wins and losses, and the reason its worth applying nuance rather than numbers to the discussion is revealed when reviewing her win/loss record.

For all Flair's constantly been dogged with criticisms of being over-pushed or used in spots she theoretically didn't warrant, she doesn't hold a record that particularly reflects the favouritism. Her (as of writing) 55.86% win record (per the excellent data gatherers at the Internet Wrestling Database) speaks more to the company's booking patterns for the majority of the time she's been there. It's the worst-way-around approach that defined so much of Vince McMahon's final years = a WWE unconcerned with the importance of wins and losses resulted in them having many talents that exhausted audiences despite winning matches just over half the time. 

For somebody considered 'The Queen', she's had less of a problem surrendering her crown that it have might often appeared.
